The Aseman Airlines plane, en route from Tehran to the south-western city of Yasuj, came down near the city of Semirom in Isfahan province.
The Red Crescent deployed search and rescue teams to the site. The airline retracted a statement saying definitively that all aboard were dead.
Flight EP3704 left Tehran at 04:30 GMT, and crashed about an hour later.
The aircraft came down on Dena Mountain, 22km (14 miles) from Yasuj, news channel Irinn reported.
The plane was a French-Italian-made twin-engine turboprop ATR 72-500.
Sixty passengers, two security guards, two flight attendants and the pilot and co-pilot were on board.
The airline initially said everyone had been killed, but said later: `Given the special circumstances of the region, we still have no access to the spot of the crash and therefore we cannot accurately and definitely confirm the death of all passengers of this plane.`
Bad weather had hampered rescue efforts. Emergency teams had to travel to the crash site by land rather than using a helicopter.

The 7.2 magnitude quake knocked out electricity in Santiago Jamiltepec, about 45km from the tremor`s epicentre, leaving the town in darkness Friday night.
A journalist on board the flight told local TV that the helicopter had flown in over a clearing next to homes, raising a huge dust cloud before it crash landed.
At a home near the accident site, family members gathered to mourn their loved ones after officials returned their bodies. Many lashed out in anger at authorities.
"The governor was supposedly coming to help, but what was the help, the aid, we received? This was the aid," said Eduardo Juarez, a relative of one victim.
Mexico`s defence minister, General Salvador Cienfuegos, arrived at the scene on Saturday and spoke with locals, offering apologies and taking responsibility for the accident.
`We will take care of what we have to do and we will do everything in our power to try to remedy this misfortune,` Cienfuegos told reporters.
He blamed the late hour and the heavy dust for "disorienting" the pilot, but he said he did not think there had been any `recklessness" by the helicopters` crew.
The earthquake left nearly a million homes and businesses without power in Mexico City and the south and damaged at least 50 homes in Oaxaca.
The state, along with Mexico City, is still reeling from earthquakes in September that killed at least 471 people and caused widespread damage.

The BNP men should remain alert so that the party`s peaceful protest programmes are not hampered, he added.
`The government is provoking [the BNP]. We have to fail the government`s evil design and ensure the people`s victory,` he said.
Fakhrul said the mass signature campaign would continue until the party chief was released from jail.
BNP leaders said the ruling Awami League leaders questioned its capability on waging a movement just to `provoke the BNP to go for a violent movement`.
Party leaders and activists started gathering at the ground floor of the BNP central office since 10:30am. They chanted slogans demanding the release of Khaleda.
A large number of law enforcers were deployed around the BNP office.
At one stage of the programme, BNP activists were seen leaving the office fearing arrest, said witnesses.
The BNP have been staging various protest programmes, except for hartal and blockade, since Khaleda landed in jail in the Zia Orphanage Trust graft case on February 8.
The party will submit memorandums to all the deputy commissioners today and stage demonstrations in all the district towns and metropolitan cities, except for Dhaka, on Tuesday.
As part of the protest programme, the BNP observed a token hunger strike on Wednesday, formed a human chain in front of the Jatiya Press Club on Monday and staged a sit-in before the party`s Nayapaltan central office on Tuesday.
BARAPUKURIA COAL MINE CASE
Khaleda Zia is scheduled to appear before a Dhaka court today in the Barapukuria coal mine graft case.
The court on February 12 issued warrants of production against the BNP chief in two graft cases, asking the prison authorities to produce her before it on February 18 and March 4.
Except for the Zia Orphanage Trust graft case, Khaleda faces 33 other cases.
She is now on bail in the Barapukuria coal mine case filed during the tenure of the last caretaker government.

শুক্রবার (১৬ ফেব্রুয়ারি) দুই দেশের স্বরাষ্ট্রমন্ত্রী পর্যায়ের বৈঠকে স্বরাষ্ট্রমন্ত্রী আসাদুজ্জামান খাঁন কামাল মিয়ানমারের স্বরাষ্ট্রমন্ত্রী লেফটেন্যান্ট জেনারেল কিয়াও সোয়ের কাছে এ তালিকা হস্তান্তর করেছেন।
সেই বৈঠকে অংশ নেওয়া পররাষ্ট্র মন্ত্রণালয়ের এক কর্মকর্তা বাংলানিউজকে জানান, দুই দেশের চুক্তি অনুযায়ী দুই মাসের মধ্যে যাচাই-বাছাই শেষে তাদের নেওয়ার প্রক্রিয়া শুরু করতে হবে।
মিয়ানমার থেকে বাংলাদেশে আসা রোহিঙ্গাদের ফেরাতে ৩০ সদস্যের যৌথ ওয়ার্কিং কমিটি করেছে দুই দেশ। বাংলাদেশ ও মিয়ানমারের পররাষ্ট্র সচিব দুই দেশের পক্ষে কমিটিতে নেতৃত্ব দেবেন।
সেখানে স্পষ্ট করে বলা আছে, তালিকা হাতে পাওয়ার দুই মাসের মধ্যে রোহিঙ্গাদের ফেরত নিতে হবে। বাংলাদেশে এখন ১১ লাখ রোহিঙ্গা অবস্থান করছে। নিবন্ধিত ৮ হাজার ৩২ জনের তালিকা মিয়ানমারকে দেওয়া হয়েছে। এই তালিকায় ১ হাজার ৬৭৩টি পরিবার রয়েছে।
পররাষ্ট্র মন্ত্রণালয়ের কর্মকর্তা বলেন, তালিকা পাওয়ার পর অনির্দিষ্টকাল সময়ক্ষেপণের কোনো অবকাশ নেই। তবে আগের বিভিন্ন বৈঠকের ইতিহাস ঘাটলে দেখা যায়, মিয়ানমার এ বিষয়ে কথা দিয়ে কথা রাখে না। তারা বৈঠকে সব কিছুতেই সম্মতিসূচক রায় দেয়। ঘর থেকে বেরিয়ে যাওয়ার পর ভুলে যায়।
তিনি বলেন, ১৯৯২ সাল থেকেই তারা এ নিয়ে বৈঠকে বার বার বসে। রোহিঙ্গা ইস্যুতে বাংলাদেশ মিয়ানমারের সঙ্গে ২২ বারের অধিক বৈঠকে বসেছে। কিন্তু ফলাফল শূন্য। তারা শনাক্ত করার নামে সময় পার করেছে প্রায় আড়াই দশক। এবারও তাদের মানসিকতা নিয়ে সংশয় আছে বলে জানান সেই কর্মকর্তা।
ঘটনার শুরু গত ২৫ আগস্ট। সেদিন রাখাইনে রোহিঙ্গা-বিরোধী দমন-পীড়ন শুরু করে মিয়ানমার সেনাবাহিনী। এ অভিযানের মুখে জীবন বাঁচাতে সীমান্ত পাড়ি দিয়ে বাংলাদেশের পথে রোহিঙ্গাদের ঢল নামে। দুই দেশের সীমান্তবর্তী জায়গায় হাজার হাজার রোহিঙ্গা আটকা পড়ে। পরে সুযোগ বুঝে তারা বাংলাদেশে প্রবেশ করে।

এএসআই আরো জানান, শনিবার রাতে নূরাকে সঙ্গে নিয়ে গোয়েন্দা পুলিশের একটি দল পালিয়ে যাওয়া অন্য সন্ত্রাসীদের ধরতে অভিযানে গেলে আগে থেকে ওত পেতে থাকা তার সহযোগীরা পুলিশকে লক্ষ্য করে গুলি ছোড়ে। পুলিশও পাল্টা গুলি করলে নূরা গুলিবিদ্ধ হন। তাকে উদ্ধার করে ঢামেক হাসপাতালে নিয়ে গেলে জরুরি বিভাগে কর্তব্যরত চিকিৎসক আজ রবিবার সকাল ৬টার দিকে তাকে মৃত ঘোষণা করেন।
